CCMM does not compress a decision into a single unexplained number. Each stage retains its own role, prerequisites and boundary.
Evidence
Establish what information is available and what its evidential status permits.
Causation
Test competing explanations rather than treating correlation or confidence as causality.
Consequence
Evaluate what the supported interpretation means within the relevant decision context.
Advisory
Produce a bounded decision state whose derivation can be inspected and replayed.
Authority
Permission to make the advisory operative remains separately governed.
An advisory is not authority. A conclusion may become stronger as evidence accumulates, but that does not allow the methodology — or an AI layered above it — to self-grant permission to act.
